Blackberg is seeking an experienced proposal manager to lead federal, state, and commercial proposal efforts for the firm. The ideal candidate will have 4+ years of experience in proposal development and management with a strong entrepreneurial spirit for growth.
Primary Responsibilities
- Lead the proposal development process from pre-proposal phase through post-proposal submittal phases.
- Monitor SAM.gov and other RFP/RFI publication websites for new opportunities and updates to existing opportunities.
- Update firm business development pipeline with proposal status and new opportunity information.
- Establish compliant structure for solicitations.
- Oversee and manage schedules, annotated outlines, proposal kick-offs, compliance matrices, and solutioning sessions.
- Manage the color team review process of proposals.
- Ensure win strategy, compliance, and customer understanding are in the final proposal documents.
- Facilitate proposal reviews and make recommendations to ensure compliance and increase proposal scores.
- Coach, train, and collaborate with staff at all levels of the firm on proposal development best practices.
- Mature proposal processes, templates, and training materials.
Basic Qualifications
- Bachelor’s degree in business or a related field.
- At least four (4) years of related federal proposal experience.
- Comprehension of, and experience with, the Federal procurement process and regulations (e.g., FAR).
- Evidence of a successful track record of high quality, high scoring proposals.
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
- Understanding of GSA MAS schedule and other government wide acquisition vehicles (GWACs).
- Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
Preferred Qualifications
- Experience with business development in the Veterans affairs, defense, and/or healthcare sectors.
- Ability to secure new teaming partner relationships and build upon existing relationships.
- Experience with video, live orals, and/or demonstration proposals.
- Experience leading proposals valued at more than $50 million for a single award.
- Experience supporting a wide variety of solicitation size, complexity, and submission window.
